Features: Several Minor Updates

Fixed a bug that was allowing the search field to show up for site attachments.
Due to compatibility issues with updated browsers, temporarily removed the “Batch Upload” for file attachments. When there is more demand for this feature, we’ll revisit it.
Changed the date formats for table views.
Included Ruby on Rails foundation updates.
